Yves Jeanneau has joined French pubcaster France 2 as director of documentaries, but will maintain his post as general commissioner of Sunny Side of the Doc. Jeanneau joined Pathe Television as head of docs one year ago.

Tom Perlmutter, co-founder of Toronto prodco Primitive Entertainment, has been appointed director general of the English program at Canada’s National Film Board. As of December 1, 2001, he will oversee development and production of English-language film, videos, and multimedia productions.

Time Warner Cable has undergone an executive personnel shift. John Billock is now vice chairman and COO, moving from his post as president of HBO‘s U.S. network group. Thomas Baxter, former CEO of internet entity Audible, has been hired to the post of president for Time Warner Cable; former president Thomas Rutledge has resigned. Fred Dressler has been promoted to executive VP of programming for TW Cable, and Landel Hobbs moves from VP of financial analysis and operations support for AOL Time Warner to chief financial officer of TW Cable. The changes are designed to help TW Cable move into digital services such as video on demand and high-speed online services.

Vision TV has welcomed three new members to its board of directors. Glenna Carr is CEO of Carr-Gordon, a Canadian company based in Toronto that specializes in business strategies, public-private partnerships and corporate governance. Jonathen Goldbloom is senior associate of Columbia Communications, which operates out of Montreal and Ottawa. Robert Ottenhopp held the post of COO at PBS from 1991 to 1999, overseeing the pubcaster’s digital transition plans and developing its internet strategies.

Harmony Gold in Los Angeles, U.S. has appointed Melissa Wohl VP, sales and acquisitions. She will handle the company’s sales activities, as well as manage feature film and television acquisitions.

Janice Arouh, senior VP, affiliate sales for the Fox Family Channel has joined the Fox Cable Networks Group as senior VP, affiliate marketing.

As the new managing editor of Tech TV‘s Tech Live, Michael Fitzgerald now manages the outlet’s coverage of technology news, analysis and reporting.

Carl Charleson has moved to the post of director of affiliate sales for A&E Networks.

Allison Bodenmann has joined Court TV as VP of marketing and sales. She was previously with the Syndicated Network Television Association.

CNN Newsource Sales appointed Fred Burrows senior VP of affiliate relations. Mera Cardenas was named director of affiliate relations.

Univision Communications has appointed Ray Rodriguez president and COO of Univision Networks.

Now overseeing WE: Women’s Entertainment national marketing efforts is Lee Heffernan, hired as senior VP of marketing.

Denis Cooper of Toronto-based CHUM Television has been promoted to the newly created position of VP, business and legal affairs. She will be responsible for all CHUM Television legal and business affairs worldwide, including new media and distribution/development matters.

Scripps Networks, the company behind HGTV, Food Network, DIY Network and the new Fine Living network, has promoted Chuck Rosenzweig to vice president, legal affairs. He was previously director of legal and business affairs.
